W3C is selling PR9 Links?

Emad Fanous discovered that you can pay to get a PR9 incoming link from W3C by USD1000 per year!
W3C is selling text links?
According to the article, we can “buy” a PR9 one way text link on the W3C Supporters Program page. W3C does not say it is selling links on their page, but you can “support” W3C. For supporters of $1000 and above, you get a link on the their PR9 page for a year.
Good deal, isn’t it?
