EBay Rejects Bidding from Malaysia?!

Maybe this is a bad news for Malaysians. I tried to bid (”BuyIt Now”) an item on EBay but failed because Ebay required me to verify my account using a Credit Card, even after I did it!

The above screenshot is the message I received when I tried to confirm my EBay “BuyIt Now” purchase, it reads as follow:
To help protect your eBay account, we limit the amount of items that can be bought or sold by a single account at one time.
You can increase the activity limits on your account by taking one or more of the following actions:
Verify using a Credit Card
Process is immediate and your card will not be charged.Important: only available for Visa Credit and Mastercard.
Verify credit card? No problem, I have PB Visa Electron debit card (which I used it to verify my PayPal account) !
I was wrong.
After I added my credit card (ok… DEBIT card) information and successfully linked it with my EBay account. No problem, right? BUT, I still get the same message again when I go back and confirm my Ebay purchase!
I did a few biddings on Ebay (ebay.com, ebay.co.uk) but never had any problem. My current EBay score is 4. Now, someone tell me what should I do to bid an EBay item? Please?

Update: When I tried to contact the seller through EBay messaging, I received the following message request for credit card verification again!

In order to maintain safety in the marketplace, eBay may require additional verification when you are listing, bidding or communicating with members registered on a different site than your own. At this time, we ask that you provide a valid credit card to verify your account:Verify using a Credit Card
Your credit card will not be charged–it is for verification purposes only. For additional information regarding Credit Card verification, please click here.
“different site than you own”… apparently, it is not for Malaysians only. Hmm… it is a bad news. I never bid on EBay Malaysia. It has very limited items and sellers do not accept PayPal (PayPal does not support Malaysian bank account YET).
Again, any solution please?
