For Malaysians. I have received my PayPal money in my Public Bank account!

I withdrew the PayPal money at Nov 2, 2009 and received in my Public Bank account at Nov 5, 2009. 4 working days. I withdrew more than RM400, so there is no extra fee.

Surname? Name?

When you are adding bank account to PayPal account, PayPal fixed the “surname” field according to your account information. The “surname” might be your name.

It doesn’t matter. Don’t worry.

Just make sure your full name is there, no matter how they arrange your name. Example: “Surname Name” or “Name Surname”.

A reader also reported that she received PayPal money, even only submitted partial of her full name (missing middle name)!

For Malaysians. Thanks to PayPal support for Malaysian Ringgit (MYR). Now you can withdraw PayPal money directly to any Malaysia local bank accounts!

Read on to find out how to do that.

A bit background…

In 2004, PayPal starts to accept Malaysian registrations. No withdrawal options for Malaysians that time.

3 years later, 2007, PayPal allows Malaysians to withdraw PayPal money to their credit card, debit card, or prepaid cards.

2 years later, in the middle of October 2009, PayPal started to support Malaysia Ringgit currency and updated the user policy (paypal login required).

Shortly after, the end of October 2009, PayPal officially allows PayPal money withdrawal to Malaysia bank accounts! A feature that we have waited for 6 years!

What’s the big deal?

Now, Malaysians can send & receive PayPal money in Malaysia Ringgit (MYR) currency, and withdraw PayPal money to local bank accounts!

Meaning, you can sell your stuff online and let PayPal handle the payment transactions, local or International! It truly opens a new door to Malaysia e-commerce business!

Note: Malaysians still cannot top-up their PayPal accounts from their bank accounts.

How to add Malaysia bank account to PayPal?

1. Login your PayPal account. Under “My Account” tab, click “Profile” then click “Add/Edit Bank Account“.
2. At the new page “Add a bank account in Malaysia“. You need to fill in your name, bank name, bank routing code, and your bank account number.

   

   Updated: Don’t need to worry about the fixed “Surname” in the form. Just make sure your full name is included. The name’s arrangement (Surname Name or Name Surname) doesn’t matter. Click here for more information.

   Tip: click on the “Details” link to find out your bank’s routing code

3. After you are done, you will be asked to review the details. Click “Add Bank Account” button if everything is correct.
4. You are done!

How to withdraw PayPal money to Malaysia bank account?

1. In your PayPal account, click on “Withdraw” under “My Account” tab. Then, click “Withdraw to your bank account” link under the options.

   Note: It will take 2-3 business days to process the PayPal to Bank transaction. Withdrawal over RM400 is free of charge. If less than RM400 is withdrawn, PayPal will charge you RM3.00.

2. At the new page “Withdraw funds“, enter the amount in USD you want to withdraw and select the destination bank account.

   

   Tip: Click on the “Currency converter” link to check the current PayPal currency conversation rate.

   Click on “Continue” button to review your withdrawal information.

3. At the next page, make sure everything is correct before you click on the “Submit” button.

   PayPal charge RM15 if the funds are returned because your bank information is incorrect or does not match!

   After you clicked on the “Submit” button. Your withdrawal request is pending to process.

4. Wait 2-3 business day and the PayPal money should be in your selected Malaysia bank account! Cha-ching!

After Facebook translated to Bahasa Melayu, PayPal also added more local languages for users in Thailand, Taiwan, Indonesia and Malaysia.

You’ll find the new language link in the upper right corner of most pages to select your preferred language. Though large part of PayPal site has been translated, there are still some pages that remain in English.

No Bahasa Melayu?

Though PayPal stated users in Malaysia can choose their local language, which is Bahasa Melayu, but I don’t see the language option in the drop down list. There is only English or Bahasa Indonesia on PayPal Malaysia website (as shown in image above).

Hey, Malaysians do not speak Bahasa Indonesia! Bahasa Indonesia and Bahasa Melayu are 2 different languages! Now I don’t think PayPal really understands Malaysia.

Tune Money’s Tune Card is a relatively new prepaid card in the market, and I have applied one for myself to withdraw from Paypal, and so that I can withdraw my cash from the Tune Card.

As the first step, you need to log in to Tune Money website and register yourself for the card. However, the process of application was quite tedious. I had 3 times time-out during the payment process and finally got through again at the 4^th attempt. Yes, it was very frustrating.

After registering myself, I waited religiously 7 working days for the collection of my card at the local post-office. Yes, it was exactly 7 working days, I was quite surprised at the efficiency. However, the disappointment with their service started not long after that.

Locked account

After activating my card, I somehow got my account locked, and had to wait for new password from them before I could log in again. Unfortunately, it took quite some days to solve my tiny problem. And waiting their customer support reply is the most frustrating thing in the world. They claim to reply you within 2 working days. Sadly, it always takes more than 2 days to reply my mail.

Are they really that busy?

Lost PIN

Then, after your card collection, you need to wait for 21 days for the PIN to reach your house before you can make withdrawal from your card. However, now, I have waited more than 6 weeks and there is still no news of my PIN number.

So, I emailed them again to enquire. My first email was replied after 2.5 days, however that did not answer my question. I was required to give my details so they could check the process of my PIN letter. Until today, it has been about 7 days and there is still no reply from them. Well, I guess they really have to buck up on customer support. Being a debit card company and the customer support they have is really upsetting.

What if you lose your card and you email them and they never reply, and you can’t reach them by phone????

Cannot get through Customer Care Line

So, I called their number, 600 83 7999, sadly, I seriously do not know how to dial this set of numbers, tried with mobile phone and landline, I could not get this number through. So, this means, as long as I do not get my PIN, I will not be able to withdraw my money from the card. Although the transfer of money from Paypal to Tune Card takes only few days, but it is practically useless if you can’t withdraw, unless you are planning to swap all your money on the card.

Now, anyone tell me what I should do? Failed to reach them by email, or phone, Tune Money really got me frustrated.

The new feature is great for PayPal members in the countries where previously can send money but had limited ways to receive or withdraw money. Example: Previously, Malaysian PayPal members can only send or receive PayPal funds but no official way to withdraw the funds. Now, they can withdraw their funds to their card.

The new functionality is available in: Argentina, Brazil, Bulgaria, Chile, Cyprus, Estonia, Gibraltar, Iceland, Indonesia, India, Israel, Italy, Latvia, Lichtenstein, Lithuania, Luxembourg, Malaysia, Malta, Philippines, Romania, San Marino, Slovakia, Slovenia, Turkey, UAE, and Uruguay.

Withdraw PayPal funds to your card

Before you can withdraw PayPal funds to your card, you need to add a valid debit, credit card or prepaid card to your account.

The PayPal website stated that you can withdraw PayPal funds to both Visa and MasterCard cards but the official blog stated that the new withdrawal function is only available to Visa-branded cards. But I believe MasterCard cards will be supported soon.

Each withdrawal cost $5 USD. Minimum withdrawal amount is $10 USD (check other currency limits). Maximum withdrawal amount per day is $500 USD. The processing time takes 5-7 business days.

My two cents

This is a great news for those “PayPal Limited Functionality Countries” such as Malaysia. We have waited for this for years! Ever since PayPal started accepting Malaysian registrations in 2004, PayPal funds withdrawal was a feature we always asked for.

Malaysians local PayPal funds withdrawal functionality was promised in the Ebay Explained 2006. I am glad that they cashed their promise now.

PayPal is the biggest e-currency on the internet. But the problem for Malaysians is, we can’t directly withdraw the money to our bank. Though there are solutions, but not everyone of us would want to withdraw the money, especially those with lesser than 100 bucks sitting on their account.

So, I would like to make a post specially dedicated to the readers of LiewCF Tech Blog (not that it has any room to fit in my blog) about how you really don’t need to withdraw your money out.

1. Online Shopping

Domaining is the hottest, booming industry this year. It is the business of buying a domain name and speculating to sell it higher to someone else in future. Almost every domain name registrar accept PayPal. Several better registrars I recommend are: DomainSite, NameCheap and GoDaddy.

3. Pay Your Bills

I’m talking about your web hosting bills. A lot of Malaysia Web Hosts accept PayPal. Most of them did not state it on their website. So, just ask their customer service/billing team about this payment method.

4. Outsourcing

The world is flat. With PayPal, it is even flatter. Almost every freelancers in the world accept and love PayPal. Get them to do your delegated task and pay them with your excess PayPal fund. I get my freelancers from DigitalPoint forum.

5. Donation

What feels better than donating for a good cause. Type “charity” on the PayPal shop search will leave you much options to do so.

Confirmed! The previous problem “US Bank Account is Required to Receive PayPal Money” has been fixed before June 2007.

The bug was caused by PayPal maintenance and lasted for half a month. As a result, many Malaysians cannot accept their PayPal payment. It was bad, although I was not affected.

Some took the risk to insert a fake U.S. bank account, which worked at first but their PayPal account got limited access later. Well, I warned you.

Anyway, glad that PayPal finally fixed the problem and Malaysians can continue to accept PayPal money. We also noticed the better user interface of PayPal website.

Oh, I withdrew RM2,500 of PayPal money this week.

Recently, it has come to Malaysians’ attention that PayPal required US Bank Account before we can accept PayPal money. According to official PayPal reply, the error maybe caused by system maintenance.

Yesterday, I sent some PayPal money to my friend with a verified non-US PayPal account but he cannot accept the money. PayPal required him to “add a bank account”.

Previously, he could accept PayPal money without adding a bank account by choosing the “Accept but don’t add bank account” option. From the screenshot of his PayPal account, it looks like PayPal had removed the option:

I wrote to PayPal regarding the issue but did not get a useful reply. In order to dig the information for my readers , I wrote another email to PayPal and got another reply shortly after.

Here is the email reply I received from PayPal with PayPal supporter’s name masked:

Dear Liew Cheon Fong ,

Hello my name is [MASKED], I will be happy to assist you with your
question regarding your PayPal account.

I’m sorry, this error message maybe caused by system maintenance.
We are working on it. And we suggest you try to accept the funds later.
Sorry for the inconvenience that may cause you.

PayPal community.

PayPal said the error may be caused by system maintenance. We hope that is the real reason and it will be restored soon. If the “error” is permanent, then many Malaysians will suffer because PayPal does not support Malaysia local bank accounts (yet).

Update 2007/5/16: the following is further reply from PayPal about the problem:

The Unclaimed payment issue is under fixing at the moment. Because it is a complex technical problem, we are unable to promise a exactly timeframe to resolve the problem. We would suggest you to check your PayPal account in the coming few days. Thank very much for your patience. We sincerely apologize for the inconvenience has caused and much appreciate for your kind understanding.

Well, seems like PayPal is in trouble now. Hopefully they fix the problem very soon. [hat tip: xynix]

PayPal is preparing to open a new regional headquarters in Singapore – PayPal Private Limited. These headquarters will be the service provider for PayPal customers outsite United States and the European Union. The new customer relationship will take effective after August 1, 2006.

With the opening of new PayPal regional headquarters, non-U.S or European Union customer relationship will be automatically be transferred to PayPal Private Limited. PayPal policy will be updated accordingly.

No actions needed by existing PayPal members.

It may be a sign that PayPal is going to allow Malaysians to withdraw PayPal funds. By the way, there are unofficial (but legal) ways for Malaysians to withdraw PayPal funds.

The step-by-step instruction to create a PayPal donation button and start accepting online donation.

A friend asked me how to create a PayPal donation button to collect donation. I have told him the steps and I think it is good to share with you, too.

Step-by-step to create PayPal donation button

1. Login your PayPal account, goto “Merchant Tools”. Scroll down to “PayPal Website Payments Standard“.
2. There is a link named “Donations“. Click it to open donation button setup page.
3. There looks many fields need to fill in… Don’t worry, you can ignore those “(optional)” field.
4. If you want to specific a donation amount, fill in the “Donation Amount:“.
   Note: Once specified the amount, the donator cannot donate more than or less than the specified valune.
5. Under “Choose a donation button to put on your website (optional)“, you can choose a donation button or use your own image.
6. For “Security Settings“, I recommend to select “Yes” to encrypt your payment button. It will protect your paypal email address.
7. Then, click the “Create Button Now” button at the bottom of the page to create your PayPal donation button.
8. You will given a HTML code for the donation button. Copy it and paste into your website. Done.

For your information, Malaysian cannot withdraw PayPal money from local bank. But, we can resell it to other Malaysian(who own oversea bank account) at the reasonable exchange rate.

For the first time I received money from PayPal, here I share my experience to accept money from others via PayPal account.

1. I got an email from PayPal saying that someone has send money to my PayPal account. I am provided a link to accept or denied the payment.
2. Login PayPal account. I can check the detail of the payment and a button to accept or denied it.
3. Of course, I accept the payment! PayPal brings me to another page, I am asked to add a credit card info and a bank info. Fortunately, I added my debit card info previously!
4. Since no local(Malaysia) bank can be added into PayPal, I have no choice but continue without bank account info.
5. After confirmed, the money is in my PayPal account already. Simple and trouble free!

Note:

• You need to signup PayPal and have a credit card or debit card.
• It is all right without bank account info in your PayPal account. The disadvantage is that you cannot withdraw the PayPal money from local bank, but you still can do online purchasing using the money in PayPal account(provided the online merchant accept PayPal). After I posted “PayPal Accept Malaysian“, many users found that eventhough they can send fund into their account but they are unable to withdraw money from PayPal account.

Many asked, “How to withdraw money?”. For the question, I send an email to PayPal and got their reply.

Here is the complete content of the reply:

Thanks for contacting PayPal. I appreciate the opportunity to assist you with your questions.

At this time we have expanded our bank withdrawals to include the banking systems of Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Hong Kong, Ireland, Italy, Japan, Korea, Mexico, Netherlands, New Zealand, Norway, Singapore, Spain, Sweden, Switzerland, Taiwan, and the United Kingdom. Since you would register your PayPal Account under Malaysia, the only bank account you will be able to add is a U.S. bank account from a branch located within the United States.

PayPal is constantly working to expand and improve our services for our customers. We hope to be expanding our bank transfer capabilities to include more countries, but due to the complexities of global finance, we cannot give a timetable for this expansion.

Please note:

– Members in some countries may not use PayPal to receive payments, and may only send payments

Conclusion:

• Malaysian can fund in money to their PayPal account.
• Malaysian cannot withdraw money from their PayPal account.

Possible solutions:

• Open an account in accepted countries as mentioned in the email.
• Share PayPal account with your friend who is in the accepted countries.
• Use other alternative free online payment processing companies(MoneyBookers, Ikobo, StormPay and YowCow).

The popular online fund transfer system – PayPal begins to accept Malaysia registerations, finally.

PayPal is free and easy to use online fund transfer system. You can easily set up it to accept online credit card payments at your website! It is great for personal and small business.

Due to the high rate of credit card frauds in Malaysia, PayPal was banning Malaysians from register/use its services. It was a great loss for Malaysia webmasters!

Without PayPal, Malaysia webmasters must register an online fund processing account like 2CheckOut or PaySystems. The minimum registeration fee is US$45(RM171), compare to US$0(free) registeration of PayPal.

Luckily, PayPal starts accept Malaysians registeration. I register an account immediately after I got the news. Guess what, LcF Weblog starts accept online donation now!

PayPal opens its door to Malaysians is definately a good news. It will boost the e-commerce of the country, I believe.

With open source shopping cart and PayPal, any shop can sell their products online now and the cost is FREE!
